The Rules are established pursuant to Article 17 of the Act of Execution of Drug Abuser Treatment.

Courses shall be given to drug abusers in the treatment process based on the three stages including the adjustment period, psychological counseling period, and social adaptation period.
Once a drug abuser qualifies in the evaluation in the adjustment period, he/she shall enter the psychological counseling period; once a drug abuser qualifies in the evaluation in the psychological counseling period, he/she shall enter the social adaptation period; once a drug abuser qualifies in the evaluation in the social adaptation period, the compulsory treatment for the drug abuser may be terminated.

Before drug abusers enter the treatment center for treatment, it is imperative that the drug abuser treatment center thoroughly obtain specifics of personal information of the drug abusers under treatment, such as educational attainment, experience, conduct, physical and psychological conditions, family background, religious affiliation, social relationships, and other information for the establishment of the personal record which shall provide reference during the enforcement of the drug abuse treatment.
The aforementioned investigation shall not exceed two weeks.

The treatment centers shall administer separated management and education in different areas based on the conditions of hardware facilities and assign counselors, social workers, clinical psychologists, and security guards to form a management and education team. The counselor shall serve as the convener and the team shall discuss matters regarding the management and education of drug abusers, course planning, and other treatment matters for execution.
The treatment for drug abusers specified in the preceding paragraph shall be formulated based on the following information:
1. Assistance and education provided by the counselor to the drug abuser;
2. An evaluation of the drug abuser's family relations, interpersonal relations, employment status, social adaptation, and social relations by the social worker;
3. A psychological evaluation on the moral maturity, thirst for drugs, response to pressure, and adaptation to life by the clinical psychologist;
4. Other related professional items.

The scores from the adjustment period, psychological counseling period, and social adaptation period shall be evaluated at over a period of four weeks, twelve weeks, and eight weeks, respectively.
The scores of drug abusers in each stage shall be given by members of the management and education team based on all items in the Appendix (see Appendix 1, Appendix 2, and Appendix 3). The convener of the management and education team shall compile results and specify his/her opinion before sending the results to the management section for approval and transfer to the treatment center affairs committee. An individual who has qualified in all periods and passed the review shall be evaluated as qualified in all periods.
Those evaluated as qualified in all stages in the preceding paragraph shall fill out the Drug Abuser Summary Score Table for Each Stage (see Appendix 4) and apply for the termination of the treatment; those who failed to qualify in a stage and passed the review shall receive renewed treatment in the original period.

The scores in the adjustment period shall be given based on life routines and participation in adjustment courses.
Life routines include three items, namely daily routines, discipline, and behavior. Individuals with excellent performance receive five points; those with good performance receive four points; those with acceptable performance receive three points; those with acceptable poor performance receive two points; those with very poor performance receive one point. An individual with a score of at least three points in each item shall be qualified for this part.
Adjustment courses include three items, namely sports activities, religious education, and life adaptation. Individuals with excellent performance receive five points; those with good performance receive four points; those with acceptable performance receive three points; those with acceptable poor performance receive two points; those with very poor performance receive one point. An individual with an average score of at least three points in the three items shall be qualified for this part.

The scores in the psychological counseling period shall be given based on life routines and participation in counseling courses.
The evaluation of life routines shall be processed in accordance with Paragraph 2 of the preceding article.
Counseling courses include four items, namely counseling, sports activities, health education, and understanding of addiction. Individuals with excellent performance receive five points; those with good performance receive four points; those with acceptable performance receive three points; those with acceptable poor performance receive two points; those with very poor performance receive one point. An individual with an average score of at least three points in the four items shall be qualified for this part.

The scores in the social adaptation period shall be given based on life routines and participation in social adaptation courses.
The evaluation of life routines shall be processed in accordance with Article 6, Paragraph 2.
Social adaptation courses include four items, namely career counseling, cultural education, legal education, and work and leisure. Individuals with excellent performance receive five points; those with good performance receive four points; those with acceptable performance receive three points; those with acceptable poor performance receive two points; those with very poor performance receive one point. An individual with an average score of at least three points in the four items shall be qualified for this part.

The scores given for items listed in Article 6 to Article 8 shall be based on the drug abuser's participation in courses, scoring performance, regular behavior, records of rewards and punishment, letters, visitation records, diary, biography, and records of education.
Where a score is provided through a test, the test score shall prevail. A score of more than 85 points is rated as excellent; a score between 75 and 85 points is rated as good; a score between 60 and 75 points is rated as acceptable; a score between 45 and 60 points is rated as poor; a score of less than 45 points is rated as very poor.

Where a drug abuser uses drugs or escapes in the course of treatment period and the violation is reviewed and confirmed by the treatment center affairs committee, the drug treatment shall begin again from the adjustment period.

Where a drug abuser maintains discipline and good behavior but is unsuitable for certain courses due to physical, mental, or spiritual obstacles, he/she may file a doctor's diagnosis certificate to the treatment center affairs committee. Once the application passes the review of the Committee, the drug abuser's score in this item shall be deemed as qualified.

The scores of drug abusers in each period specified in Article 5, Paragraph 2 shall be reviewed and approved by the treatment center affairs committee on the first day of each month. The review may be postponed of the date is holiday. Where necessary, meetings can be convened twice every month.

The treatment center shall notify the drug abuser of the latest evaluation results for each period as quickly as possible and announce the results.

The Rules shall come into force on the date of promulgation.
